CalPERS Names an Interim Chief Operating Investment Officer
The California Public Employees’ Retirement System (CalPERS) reports that Wylie Tollette, its chief operating investment officer (COIO), is leaving the pension fund early in the new year to rejoin Franklin Templeton Investments.
Matt Flynn, a CalPERS investment director, will become the interim COIO while the fund conducts a search for a permanent replacement.
Tollette originally joined CalPERS in 2014, coming from Franklin Templeton, where he had served as senior vice president for portfolio analysis and investment risk management, according to a pension fund statement, which notes that, prior to Franklin Templeton, he had held positions at American Savings Bank and KPMG Peat Marwick.
“As COIO, Tollette led the investment performance and risk analytics, investment policy, manager engagement, compliance, business planning, and operations areas of the Investment Office,” according to the statement.
CalPERS has more than 1.8 million members in its retirement system and administers benefits for more than 1.4 million members and their families in its health program, making it the largest defined-benefit public pension in the U.S., the pension fund points out.
Kenneth A. Johnson Moves Up to COO for the SEC
The SEC’s Acting Chief Operating Officer (COO) Kenneth A. Johnson has moved up to COO, a succession set in motion this past January when
Jeffery Heslop announced that he was stepping down from the post, officials say.
Johnson has served as acting COO since February 2017.
In his role as COO, Johnson oversees the SEC’s operational and administrative functions, including the agency’s offices of: human resources; acquisitions; information technology; strategic initiatives; financial management; and support operations, which includes the agency’s Freedom of Information Act, records management, and facilities management functions.
Past SEC posts for Johnson include serving as chief financial officer (CFO) since 2010, overseeing the agency’s financial controls and budget management. He joined the SEC in 2003, in the role of management analyst and then chief management analyst within the former office of the executive director, officials say.
Before his time at the SEC, Johnson worked as an analyst for the Congressional Budget Office (CBO).
New Senior Portfolio Manager at Adrian Lee and Partners
Adrian Lee & Partners, an employee-owned currency manager for institutional investors, reports that it has hired Keith Kelsall as senior portfolio manager.
Kelsall joins as a senior member of the portfolio management team, with a focus on business development for the firm’s currency strategies, including the soon-to-be-launched absolute return fund, according to a statement.
Kelsall has more than 25 years’ experience in portfolio management, the firm notes.
“Most recently he was an investment director at Aviva Investors specializing in fixed income and private debt strategies. Prior to that he worked at Barclays Global Investors (now Blackrock) as a fixed income strategist responsible for developing global bonds, corporate bonds and absolute return strategies,” according to the firm.
The company notes that it currently manages assets of $15 billion from its offices in London and Dublin for institutional investors in the U.S., U.K., continental Europe and Australia.
Axioma Hires from UBS Delta for New Post
Axioma reports the appointment of Ian Lumb as managing director, head of risk solutions, a newly created position.
Lumb was previously global head of UBS Delta, Axioma says. UBS Delta, a portfolio analysis and risk management system for fixed income, commodities, equities and FX, was recently acquired by StatPro, a portfolio-analytics software company.
Lumb joined UBS Delta in 2006, covering Northern European accounts, with a focus on asset managers, pension funds and insurers, according to a statement. “Before re-joining UBS in 2006, Lumb spent three years as a Relative Value Analyst with Nomura International, after spending two years at UBS as a CreditDelta (precursor to UBS Delta) Marketer. Earlier in his career he was an Analyst at PaineWebber International and Kidder Peabody.”
Lumb will be based in London, reporting to Senior Managing Director Chris Canova, per Axioma.
