Mark P. Wetjen, the acting chairman of the CFTC, has announced that John Riley, the legislative affairs director, will “depart the agency in May after a 30-year career in federal service.” At the same time, the CFTC has appointed Ted Serafini to be the acting director of the office of legislative affairs.
Serafini, who has been with the CFTC for two years, was formerly the deputy U.S. trade representative for Congressional affairs, and was a legislative assistant for former Arkansas Senator Blanche Lincoln on agriculture and trade issues.
Riley, the departing director, “led the Office of Legislative Affairs while Congress debated and passed landmark financial reform legislation and as the CFTC implemented its key provisions,” according to the CFTC’s statement.
“His understanding of the legislative process helped the CFTC navigate the challenges of its expanded mandate under the Dodd-Frank Act and achieve the aims of that legislation more effectively,” Wetjen says in a statement about Riley. Riley, who has no announced plans, will depart the agency on May 9.
Prior to joining the CFTC staff in 2009, Riley served as deputy chief of staff for the U.S. House Committee on Agriculture. During his 18-year career at the committee, he worked on such laws as the Futures Trading Practices Act of 1992, the Commodity Futures Modernization Act of 2000 and the CFTC Reauthorization Act of 2008, officials say. Before joining the Agriculture Committee staff, he worked for seven years at the House Committee on Rules, the CFTC notes.
