Partner from Steptoe & Johnson Law Firm Joins as DSIO Director

Matthew B. Kulkin has been named director of the CFTC’s division of swap dealer and intermediary oversight (DSIO), joining from the Steptoe & Johnson LLP law firm, where, as a partner, he “advised financial market participants on legislative and regulatory issues,” according to a statement.
In addition, Eileen T. Flaherty, who has served as DSIO Director since 2015, is leaving the agency to return to the private sector, the CFTC says. During her term, DSIO “worked on multiple rulemakings to simplify regulatory requirements for swap dealers, futures commission merchants, and other industry registrants; granted relief to numerous market participants; and worked closely with National Futures Association to oversee the industry.”
Kulkin, the CFTC says, has “represented clients before numerous regulatory agencies that promulgate and implement Dodd-Frank Act regulation,” and he is “co-chairman of the DC Bar Derivatives, Securitization, and Project Finance Committee. He is recognized as a thought leader on the Dodd-Frank Act implementation through his frequent writing and speaking engagements, including his contributions to the annual supplements to Derivatives Regulation published by Wolters Kluwer.”
SEC Names Examination Program Associate Regional Director for New York
The SEC reports that Thomas J. Butler has been named an associate regional director for the investment adviser

Butler is leaving his current post as director of the SEC’s office of credit ratings (OCR), which he has held since June 2012, the SEC says.
In addition, Jessica Kane, director of the SEC’s office of municipal securities (OMS), has been appointed OCR acting director “on an interim basis following Mr. Butler’s departure,” the SEC notes, adding, “In turn, Rebecca Olsen, Deputy Director of OMS, will serve as Acting Director of that office while Ms. Kane is assigned to OCR.”
Prior to his 2012 appointment as the inaugural OCR director, Butler was a managing director at Morgan Stanley Smith Barney and Citigroup, “held senior financial advisory and structuring roles at UBS and Babcock & Brown, and worked at two major law firms,” according to the commission’s statement.
“The New York region is responsible for more than 2,800 registered investment advisers with more than $18 trillion in assets under management and over 200 investment company complexes,” Pete Driscoll, acting director of the office of compliance inspections and examinations, says in the statement.
Axioma Creates MD/Head of Platform Engineering Post

Axioma reports the appointment of Nico Kicillof to the newly created position of managing director, head of platform engineering. Kicillof was previously head of software development lifecycle at Two Sigma, “the technology-driven institutional investor,” per Axioma.
Before joining Two Sigma in 2015, Kicillof was with Microsoft Corp., where he “held a number of engineering positions, most recently Principal Program Manager Lead, Operating Systems Group. For six years before that, he was a professor of computer science at the University of Buenos Aires, where he also served as Deputy to the Computer Science Department Chair,” Axioma notes.
Quantitative Brokers Fills Out Its Board

Thomas Ascher, QB board
treasury markets, has appointed industry veteran Thomas Ascher to its board, officials say.
Ascher has more than 30 years of experience across the financial technology, exchange, and wagering industries, officials say. He served as president and CEO of Longitude, a pari-mutuel software firm, and chief strategy officer and head of corporate initiatives at Longitude’s parent companies International Securities Exchange (ISE), and ISE Holdings until the acquisition of ISE by Nasdaq in 2016.
Ascher has also served as CEO of NQLX, executive vice president of Interactive Brokers, vice chairman and chairman of the executive committee at the Chicago Board Options Exchange (CBOE), as well as an options market maker on the CBOE, officials say. He has also served on the boards of the CBOE, the Cincinnati Stock Exchange, and the Boston Options Exchange.
